Consultancy Services as OE for Construction of Bibiyana South Project

BIBIYANA SOUTH 400±10% MW GAS BASED COMBINED CYCLE POWER PLANT PROJECT.
The location of the project is at Bibiyana, Habiganj, Bangladesh. Construction of Combined Cycle Power Plant of capacity 400±10% MW at site conditions (350C, 1.013 mbar, 98% R.H). Natural Gas will be used as fuel for this Power Plant. The Combined Cycle unit shall be of single-shaft arrangement with Synchronous Self Shifting (SSS) clutch (to allow continuous and reliable simple cycle operation) or multi-shaft arrangement having 1:1:1 (One GT + One HRSG + One ST) configuration. The Project will be implemented on turnkey basis. Generator step-up transformer(s) would be connected with the 400 kV Bibiyana Grid Sub-Station (by extension of 400 kV bay; 1 and ½ Breaker system) through overhead conductor and other necessary electrical equipment. Start-up / Reserve Transformer would be connected with the 230 kV Bibiyana Grid Sub-Station (by extension of 230 kV bay; Main and Aux, Bus system) through overhead conductor and other necessary electrical equipment.

Description of provided services :

-Checking and Approval of Design Calculations, Drawings and Specifications submitted by the Turnkey Contractor in respect of all Electrical, Mechanical, Instrumentation & Control, Water storage & treatment Equipment, Civil works and Ancillaries Under the Scope of Turnkey Contract..

-Supervision of Erection Work of all Electrical, Mechanical, I&C and Civil works.

-Evaluation, Review and Approval of The Field Test Methods Submitted By The Turkey Contractor For Electrical, Mechanical, I & C,Water storage & treatment Plants and their Auxiliaries, Witnessing of the Test at Various Phases of Work.

-Examine and approve the method for testing, pre-commissioning, commissioning procedures (submitted by the Turnkey Contractor).

-Assisting BPDB in Providing the Contractor with Provisional Acceptance Certificate and Final Acceptance Certificate.

-Checking Various (Technical, Progress and Test Reports Etc.) and similar Documents to be Prepared and submitted by the Turnkey Contractor during execution of the Erection work and keeping BPDB informed of the actual Progress of the Work.
