Mr. A.S.M. Alamgir Kabir, The founder Chairman of PEMEC has the vission to contribute in the economic development of country through strong participation in the development of the power sector of Bangladesh.
Mr. Kabir has served as the Chairman of Bangladesh Power Development Board (BPDB) during the period 2009-2012. He started his career in BPDB in January 1976 as an Assistant Engineer. He hold very important positions in BPDB and other power sector organizations. In his long career Mr. Kabir discharged his duties in various positions in the Dhaka Electric Supply, BPDB & Power Cell. He worked in Greater Dhaka Power Distribution Project, Tariff Cell, Commercial Operation, Planning & Development Programme, Training Directorate etc. He served as Director of Power Grid Company of Bangladesh Ltd. He received a number of training and participated in various seminar/workshop on Power Distribution System, Commercial Operation, Public Private Partnership, Utility Regulation, Electricity Sector Reform, Stake Holder Role, Frontiers in Infrastructure Finance, Energy Regulation etc. Mr. Kabir is a fellow of the institution of Engineers, Franco-Bangladesh Association of Scholars & Trainees and Bangladesh Energy Association. He holds a B.Sc. in Electrical Engineering at BUET in 1975.
As the Chairman of Bangladesh Power Development Board he was responsible for ensuring the overall development of power sector of Bangladesh and the central power development planning and single buyer function, responsible for overall management for all the public sector power stations and urban distribution systems (except Dhaka city) in Bangladesh. He was also responsible for bulk and retail electricity tariff formulation and revision, long term power system plant (generation and distribution and transmission) plan and taking strategic decision through Board Meetings. As a strategy for attracting private sector in power generation and contracting with independent power producer to increase electricity generation in Bangladesh, about 40 contracts were signed for about 5000 MW and of which about 2500 MW were commissioned during his tenure as Chairman of BPDB. A total 51 New power plants were commissioned during his tenure as Chairman with the total generation capacity of about 3600 MW.
Mr. Kabir has extensive training in different developed countries like USA, Canada, UK, France, Germany, The Netherlands, Russia and Other South Asian Countries on relevant areas such as Power Sector Reforms, Private Power Development, Public-Private Partnership, Energy Regulation, Utility Regulation, Power System Planning, System Loss Study, Electricity Pricing & Commercial Operation, Power Distribution System Construction, Operation & Maintenance.
